Avast!, Avira and AVG – all scan in realtime (aka on-access). All are free versions too.
It depends how much you download per day or how much Internet used per day. [IMO, experience too (ie. webwise)]
Best time, when you are not at the computer, or overnight/early morning if it’s on 24/7
I scan with my AV monthly – as it is always scanning on-access.

i scan every 2 weeks but it depends which antivirus software you have.
some already scan in the background while you are working. -

I scan every Monday at noon while I’m at school. I’d say do it when you don’t plan on getting on the computer for little while.
